In an example graph bellow, the doted line marks the criterion whether or not the model is successful. Only if all bars/dots are bellow that line, then the model is successful.

What about the reversed example: I want that all points are above that line? reversed example

I was thinking of baseline or borderline, but both seem confusing. Threshold would only work for the first example.
