Can we say that whatever the random variable represent, if its particular value for a given example is unknown then we can use it as a hidden variable for the Expectation Maximization (EM) algorithm?

Therefore, in case of classification tasks, where the class to be predicted is obviously a variable of unknown value, can we say that this class can be always used as a hidden variable for the Expectation Maximization (EM) algorithm?
