I am reading about Power and how it is misleading/uninformative to calculate a post-hoc "observed power" of a study.

I would still like, after reading a study, to be able to judge its ability to have accepted the alternative hypotesis if $H_{1}$ were true.

Is this even possible? Is the size of the Confidence Interval a good measure of it?
