When talking about minimum sample size for logistic regression, do they mean the total number of observations in the study, or do they mean number of observations in the categories you are investigating? For example,

Let’s say I have a total sample size of 10 000 respondents (most likely a large enough sample). Of those only 20 respondents have had a certain rare disease Y. I want to investigate what variables are associated with having the disease Y. Can I do that?
