I'm writing a paper making use of techniques from statistical quality control, and would like to include a quotation that expresses a sentiment something like this:

Statistical quality control is not a vague exhortation to do better. It's an exhortation to understand the relationship between cost and quality and strike appropriate tradeoffs.

Except said in some textbook or by someone famous in SQC, not me. Thoughts?
