As whuber points out in his simulation, in a fair raffle, one person could win every 3 weeks for an entire year, 1 person once a month, and 7 people every five weeks or so, then one "unlucky" person never winning even though they were eligible 52 weeks in a row. That can seem unfair. Your example of Annie has her winning 14 times in roughly a year. | |
