Unknown formula for "z" in a textbook page describing Fischer's transformation

From a chapter dedicated to the sampling distribution of Pearson's r:

What is this formula for z called? This seems to be the first time I'm coming across it, or maybe I've forgotten. And what is z here? It does not have the notch at its right end, so it must be not the z' described in the chapter.
