A chart of daily cases of COVID-19 in a Russian region looks suspiciously level to me - is this so from the statistics viewpoint?

Below is a daily chart of newly-detected COVID cases in the Krasnodar region of Russia, from April 29 to May 19.

I read about it and wondered - does this look okay from the statistical standpoint? Or does this look suspicious?

I'm an amateur at statistics, so maybe I'm wrong and this chart is nothing out of the ordinary.
